  You generally can't just make an item and put it in the store for sale. Player-made items are a result of OurWorld's seasonal ultimate contests where players submit a picture of their outfit idea and have it voted by the staff and the rest of the players. Only the best entries make it to the users'survey and only a few winning items actually make it to the store. I hope this helped :)
